The city of Shenzhen is mulling a new relocation policy that is: as long as 95% of home owners in a complex agree to sell and relocate, a developer could force people to vacate. If the policy is enacted, does it mean the will of that 5% minority does not count? Why do I smell a sense of tyranny of the majority here? |
